Smaller enrollment, smaller football

Across the province there are a plethora of secondary schools faced with declining enrolments, the consequence of which is declining budgets.  How can a school with limited enrolment compete with the larger schools in the same board, how can administrators justify the expense of operating a program that requires a minimum of 24 participants, equipment, uniforms, practice time, travel costs and at least two teachers time?
